Internet Use Policy
The Nephi Public Library is committed to providing free Internet access to informational, educational, and cultural resources to all library users of all ages and backgrounds with the understanding that it is the individual user’s responsibility to demonstrate good judgment, respect for others, and appropriate conduct while using public library resources and facilities.
The Nephi Public Library will:
* Provide access to the Internet as part of
our mission to inform, enrich and empower individuals in our service area.
* Assist patrons in using the Internet to the extent that time, knowledge, and
other patron demands allow.
* Restrict access by minors to Internet or online sites that may be deemed
objectionable by providing filters on some or all terminals.
* Re-evaluate access to a specific site or any part of our Internet Use Policy.
Users may request reconsideration of web sites or policy status by completing a
“Patron’s Request for Reconsideration of Internet Policy” form. These forms are
available at the library.
The Nephi Public Library will NOT:
* Be responsible for the availability or accuracy of
information accessible via the Internet. The Internet is an unregulated medium,
with access points and content which change rapidly and unpredictably.
* Guarantee that its filtering software will be totally effective.
* Serve in place of parents. Librarians cannot act in place of parents in
providing constant care and supervision of children as they explore the
Internet. The responsibility for use of all library materials, including
Internet resources, rests with parents or guardians. Parents are to
work closely with and supervise their children to ensure that the children’s use
of the Internet resources are consistent with their family values.
* Accept responsibility for damage to any user’s disk or computer, or for any
loss of data, damage or liability that may occur from patron use of the
library’s Internet connection or malfunctioning library hardware or software.
Users of our Internet agree that they will:
* Comply with procedural restrictions, such as sign-ins,
time limits, and other restrictions developed by the library staff to provide
equitable use for all patrons. (See guidelines)
* Accept responsibility for determining that the information they access is
acceptable, accurate, complete or current information. Users should also be
aware that some sites do not provide a secure medium for transmitting personal
information such as, name, address, or credit card number.
* Respect copyright laws and licensing agreements. Any responsibility for
consequences arising from copyright infringement or other use lies with the
user.
* Avoid exposing other involuntarily to material they, or if under 18, their
parents might find unsuitable. The library computers are in public areas and
privacy cannot be guaranteed.
* Respect the privacy of other Internet users. This includes not attempting to
view what others are accessing without their permission, not trying to gain
access to someone else’s date or email, and not “hovering” over other users
while waiting for a turn.
Users agree that they will NOT:
* Modify library hardware or software settings. (This
includes downloading from the Internet.) Misuse of library computers may result
in fines or loss of Internet and/or library privileges. Users who intentionally
damage library computers may be prosecuted.
* Load personal files or software on library computers or use personal disks for
downloading information. Users may purchase disks from the Librarians but disks
must remain at the library if they are to be used in library computers again.
* Use library computers to display visual images containing pornography,
obscenity, graphic violence or other images inappropriate in a public setting.
While respecting an individual’s right to privacy, the staff have the right to
monitor use of Internet workstations to ensure compliance with this policy.
Inappropriate use of this resource is prohibited and may result in loss of
privileges.
* Use library computers to violate any law. Illegal acts involving library
computing resources may be subject to prosecution by local, state, or federal
authorities.
Administrative procedures and
guidelines for the staff to follow in enforcing this policy are available for
review at the library.
Administrative procedures for use of the Internet resources by
minors and staff to handle complaints about this policy, its enforcement, or
about observed behavior of minors have been adopted and are available for review
at the library.
*This policy was reviewed and accepted on May 1, 2001.
