Taxes and Interfund Transfers are the main sources of revenue for the General Fund. These revenues go toward the direct and indirect services that the city provides to citizens. Overall, new growth has provided modest growth in property and sales taxes. Franchise fees continue to decline as non-taxable services and technology replace existing telephone and cable infrastructure. Utility Funds provide revenue to fund their indirect services (administrative, payroll, finance, legal, insurance, etc.) as well as a "dividend transfer" for the use of community right-of-way and as a return on investments made by the community in these utilities.
